摘要 义务教育学校率先实施绩效工资制度,是贯彻落实义务教育法、深化事业单位收入分配制度改革的重要措施,对解决当前教师待遇水平低、差距大、对教师激励作用不足等问题具有现实意义。实施义务教育教师绩效工资制度,政府必须给予强有力的法制保障和财政保障,学校则应进行相应的机制建设,遵从绩效分配原则,建立合理的教师绩效评价体系,采取多元化的评价方法,规范绩效工资发放程序。在义务教育教师绩效工资的落实中,需总结实践,建立有效评估机制;保持对话交流,增进绩效激励作用;倡导协作精神,促进教师"和谐竞争"。 That compulsory education institutions take the lead to implement the merit pay system is an important measure to carry out the law of compulsory education and to deepen the reform of income distribution system. It has great practical significance to solve the problems, such as teachers' low salary, uneven pay distribution and lack of incentives. To implement teachers' merit pay system in compulsory educational institutions, the government must provide forceful and effective legal protection and financial security. In conformity with the distribution principle, schools should conduct corresponding institutional constructions, establish a reasonable assessment system of teacher achievement, set up multiplex assessment methods and regulate the performance of payroll procedures. In the implementation of teachers' merit pay in compulsory educational institutions, it's necessary to summarize performance practice, to establish an effective assessment mechanism, to maintain dialogues and communications, to enhance the role of performance incentives, and to advocate the spirit of collaboration, as well as "harmonious competition" among teachers.
