该文从推进德阳科技体制改革、完成战略转型的角度,提出了把德阳建设成为科技创新型城市的迫切性以及科技创新型城市建设的指导思想、战略目标、实施步骤、重点任务和主要措施。

From the aspect of promoting the structural reform of science and technology and the aspect of fulfilling the strategic transformation, this paper puts forward the urgency of building Deyang into an innovative city of science and technology, and it also puts forward such important factors of this construction as the guiding ideology, the strategic target, the enforcing procedures, major tasks and measures.
