城乡规划视角的旅游用地分类体系研究

Study on the Classification of Land Use for Tourism under the Perspective of Urban-rural Planning

一直以来,我国对旅游用地的概念界定含混不清,由此带来了旅游用地分类标准不科学、取得手段不规范、旅游用地低效利用以及滋生土地寻租等问题。在当前旅游业飞速发展的形势下,上述问题的负面性越发凸显,基于规范化和法制化建设目标的旅游用地审批成为规划管理的重点。如何将现有具有显著法律约束或政策约束效力的用地分类标准落实在旅游区或旅游景区规划方案之中,需要超越关于旅游用地研究的学术性、技术性和制度性三大难题。因此,本文首先对旅游用地的概念与分类标准进行了研究综述;其次,在北京市城乡规划框架下,分析了北京市旅游发展的现状问题和发展趋势,提出旅游用地的分类需要以旅游用地空间布局和功能分区分析为基础,尽快开展相关理论研究和试点工作;最后,以北京市新城规划为例,提出了旅游用地分类和管制标准的3种思路。

The conceptual definition of land use for tourism has been vague in our country,which leads to such malpractice as unscientific classification standard of land use for tourism,abuse of land use,low efficiency of land use and land rent-sceking.Negative impact of the above problems has been increasingly obvious.The examination and approval of land use for tourism based on standardization and legalization should be the focal paint of planning management.Therefore,the authors firstly make a study summary of the concept and classification standard of land use and then analyze the present situation and development trend of tourism growth in Beijing based on Beijing urban-rural planning framework.The authors propose that the classification needs of land use for tourism should be based on the analysis of its spatial layout and functional zoning.Relevant theoretical study and work for trial should be conducted as soon as possible.Finally,the authors offer two types of the classification and control standard modes with Beijing new town planning as an example.
