An Analysis of Political Participation of Minorities from a Policy Network Perspective: Dilemma and Solutions

少数民族政治参与状况与推动社会主义民主政治建设的进程有着紧密联系。政策网络理论为分析少数民族参与政策过程提供了重要理论工具。从政策网络理论视角研究少数民族政治参与问题,分析参与主体的地位、资源的相互依赖、合作机制、社会资本等因素,有利于完善少数民族参与政策过程的制度环境,提高政治参与能力。

The political participation of minorities is closely related with the course of driving the construction of socialist democratic politics.Policy network theory has provided an important theoretical tool for the analysis of the participation of minorities in policy-making process.From the policy network perspective,the author makes a study of some problems concerning political participation of minorities,e.g.the status of participants,interdependence on resources,cooperation mechanisms,social capital,and etc.This may be helpful to improve institutional environment of political participation of minorities and improve their ability to participate in the politics.
