摘要
通过比较公立医院、民营医院和企业组织在行业环境、组织内部和公共关系三个方面的差异,指出公立医院绩效低下的一个根本原因在于其治理结构的缺陷和不足。通过分析香港公立医院的治理结构和治理效果,认为明确产权主体的地位以及形成有效的监督主体和监督结构是提升公立医院绩效的关键。
This paper describes the organizational characters by comparing the differences among public hospitals, private hospitals and enterprise organizations by three dimensions: operating environment, organization structure and public relationships, points out that the basic reason for poor performance of public hospitals lies on the deficiencies and shortcomings of its governance structure. By analyzing the governance structure and treatment effects of Hong Kong' s public: hospitals, we find that the status of a clear property rights, as well as the formation of effective monitoring-bodies and monitoring-structure is the key to enhance the performance of public hospitals.
