以服务型政府、新公共管理理论为基础,围绕决策、执行、监督三分这一核心,阐述了顺德党政联动综合改革的内容和特点。结合与深圳、富阳两个有代表性的行政体制改革试点的比较分析,提出了进一步完善顺德党政联动综合改革的具体措施。

Based on service-oriented government and new public management theory, the paper analyses the content and features of Shunde government reform according to the separation of decision-making, implementation, monitoring. Combined with the analysis of Shenzhen and Fuyang, the paper gives some specific measures to improve the Shunde government reform.
