突发事件应急社会动员机制研究

Study on Social Mobilization Mechanism of Emergency Management

危机事件的应急管理,是资源的集结与事件的发展、应急决策和资源冲突以及不同利益群体之间资源互动与博弈的过程。在巨大的危机和挑战面前,有效的社会动员是形成国家乃至整个社会应急力量的重要条件。本文从应急社会动员的内涵出发,分析其主体客体构成,阐述了应急社会动员实施的条件、内容与方式,并在此基础上提出了要完善突发危机事件应急社会动员的法律建设、建立政府与社会公众的协同合作机制、完善应急人才储备机制、扩大公众应急参与的途径,以加强对突发危机事件应急社会动员制度化建设的建议。

Crisis management is a critical process which includes resource gathering and event development, emergency policy - making and resource conflicting as well as resource interactive and game of different stakeholders. In the serious crisis and great challenge, effective social mobilization is the important prerequisite to make up emergency powers in the whole nation and society. Based on the conception and epitaxial of the definition, the form of the subject and the object, and the condition and the content, we put forward the advices on how to enforce the construction of social mobilization mechanism for crisis man- agement as follows ： complementing the law of social mobilization, constructing co - operative mechanism between the society and the government, enhancing the reserving system for professionals and expanding the channels of citizen participation in emergency management.
