Good local Governance and Its Decentralized Institutional Design Models

摘要地方善治的实现要通过分权化给予地方政府和社会实体以一定的自主性。本文将分权化的形式归纳为分散化、委托、分权、剥离四种形式,这些形式体现了垂直和水平层面的分权结构。由此,分权化的制度设计可以根据垂直层面的政治性分权和水平层面的功能性分权划分为四种模式。分权化未必一定导致地方善治,不当的分权化制度设计可能会引发治理失效。 Good local governance depends on decentralization to give local governments and social entities autonomy. Decentralization has four formations： deconcentration, delegation, devolution, and divestment. These formations reflect the vertical and hori- zontal levels of decentralization. Institutions of decentralization may be divided into four models by political decentralization at vertical level and functional decentralization at horizontal level. Decentralization does not necessarily lead to local good governance but improper institutions of decentralization may lead to governance failure.
