摘要
从组织内部而言,政府低效率现象的主要表现就是政府工作机构的低效率。调查表明,这种情况在当前我国的行政组织中是普遍存在的。公务员组织认同不高是政府低效率现象的影响因素之一,前者对后者存在着显著的影响关系。强化内部性的机制建设,促进公务员组织认同有助于降低政府低效率现象,做到这一点的重要途径就是实施建立于组织认同基础上的组织目标自律管理模式。
In the organization's interior, the phenomenon of major government inefficiencies is that government agencies are functioning in the low efficiency. The investigation indicates that it is ubiquitous in Chinese administrative organizations, organizational identity of public sen'ants is not good, which is an important factor that affects government inefficiency, and the former has a significant impact on the latter. Strengthening the internal mechanisms based on organizational identity of public servants can help to reduee inefficiencies in the government, and an important way to realize that is to implement the organizational self - regulatory management by objectives on the basis of organizational identity.
