集体林权制度改革对新农村建设的贡献分析——以福建省为例

The Reformation of Foresty Property Rights System Against New Rural Construction——A Case Study in Fujian Province

开展林业产权制度改革是解决林业发展动力机制的一项根本性措施。探讨了南方集体林产权制度改革对于促及农村生态环境改善、促进农村经济和社会生产力发展、构建和谐社会的贡献,同时探寻推进林业产权改革的政策条件及与新农村建设的契合点。认为巩固集体林权改革的成果,需要借鉴国外社区林业、林业者协会、设立专项基金等做法。

Further improvement of forestry property rights system was an important foundation of mobilizing the enthusiasm of all sectors of society and promoting the development of forestry better and faster.Carrying out the reformation of foresty propety rights system was a fundamental measure to resolve the mechanism of the power of foresty development.The purpose of this paper was further studying advantaged policies and meeting points which building new rurals and constructing harmonious society bring to reform of forestry ownership on the basis of property rights reform of the collective forest system on the south in recent years and the current structure of our country＇s forest resources.This article was trying to,by the method of comparative,learn from the experience of private forest management in the world,to establish and perfect laws and regulations,to strength national investment and support for the forestry,to promote the comprehensive reform and the healthy development of our collective forest rights through learning from the actions such as establishing Community Forestry.
