气候变化对森林和林业的影响及适应性政策选择——基于全球和我国的相关研究进展

Effects of Climate Change on Forests and Forestry and Adaptation Policy Options——Based on global and China’s related research

以国际林联（IUFRO）＂人与森林适应气候变化全球评估报告＂等文献为基础,系统梳理了气候变化对森林生态系统及其服务、社会经济等方面的影响以及应采取的适应性林业应对策略。指出,气候变化对森林和以林为生的人口都会造成重要的生态、经济和社会影响,作为受气候变化影响较大而适应能力较弱的发展中国家,我国林业适应气候变化的科学、社会经济及对策研究相对滞后,有可能延误相关的重要决策和行动,应及早研究预测气候变化可能对林业带来的各方面变化影响,积极主动地适应气候变化,将气候变化可能对林业造成的危害降到最低限。

Based on the ＂Adaptation of forests and people to climate change-a global assessment report＂ by IUFRO and other materials,this paper summarizes the impact of climate change to forest ecosystem and their services,socio-economy,other aspects,and suitable forest strategies.The paper indicates,whatever the outcome of the climate negotiation will be,climate change has been making significantly ecological,economical and social impacts on forests and forest-dependent population.As a nation which was influenced by climate change and weak to adapt to it,china＇s forestry sciences,social economy and strategy research are lagging behind,which may delay the related decisions and actions.Research on predicting the various changes on forest should be taken earlier to adapt to climate change actively and reduce the harm to the limitation.
