Reflections on the Individualized Education Program in the West and Its Implications for the Development of China's Special Education

摘要 论文分析了西方个别化教育计划(IEP)的本质,认为西方IEP具有科学化、程序化、法制化、标准化以及民主化的特征,实施效果与质量不尽如人意,存在着耗时耗力、日程安排冲突、家长难以有效参与、弹性难以把握等方面的挑战;并就其对中国特殊教育发展的影响与启示进行了讨论。 This article analyzes the nature of the Individualized Education Program (IEP) widely practiced in the West, and holds the view that the IEP follows a scientific and standardized procedure, and stresses legislation and democracy. However, the results of the practice of the IEP in the West are unsatisfactory in that it consumes too much time and effort, and produces such problems as scheduling conflicts, di^cult parental participation, and a difficult grasp of its flexibility in practice. In conclusion, the article discusses the IEP's impact on and imphcations for the development of special education in China.
