摘要
在规划由"支配范式"向"参与范式"转变的过程中,管治型规划将成为补充市场交易和政府调控不足的必然选择。从技术角度来看,分区方法不够完善、分区本身的科学性不足等均为城市群空间管治分区失效的根源。应以空间善治为目标,在确定分区原则、总体流程的基础上,根据管治深度、管治政策及管治方式的不同,将空间管治分区划分为不同类型,并建立双层制的分区概念模型,以期对城市群空间管治分区方法的改善进行有益探索。
As urban planing transitions from a dictatorial to a participatory model a management perspective is necessary to check market forces and government control.Proper zoning is a technical tool that is crucial to the successful spatial management of urban agglomerations.A two tier zoning model is introduced in which each tier is divided into different types of zones.The intention of the proposed model is to improve the spatial zoning of urban agglomerations.
