摘要
在我国城乡土地"双轨制"下,城乡土地产权关系对空间形态有着深刻的影响,主要表现在城乡二元边界的空间分割、集体土地产权下分散的工业集聚形态及宅基地使用权下特殊的农村聚落形态等方面。在目前我国土地的大政方针尚不明朗的情况下,要优化城乡土地产权关系,就必须在规定的范畴内,逐步集中集体产权,明晰集体产权权益,提高集体产权效益。基于此,顺德应从"割裂的镇村产权体系"向"以镇为中心的产权体系集中"转型,在空间组织上应"由空间碎化走向相对集中"。
In the dual institutional system of natural resources and urban planning,land property rights are directly related to urban spatial morphology.This occurs primarily in dual urban-rural spatial systems,with concentrated industrial development on collectively owned land and rural residential morphology as examples.The current situation should be improved by clarifying urban-rural land property rights and concentrating collectively owned land property rights to improve rural production.Shunde should transition from a "fragmented town and village property rights system," to a "concentrated town centered property rights system" to achieve a concentrated rather than fragmented spatial organization.
