进城务工人员集中城市社会医疗保险模式研究

解决好庞大的进城务工人员社会医疗保险问题,对我国当前社会医疗保险制度建设具有非常重要的影响。进城务工人员具有明显的区域分布特征,其社会医疗保险应该以就业集中城市为切入点,结合其就业与流动特征,采取适宜的社会医疗保险模式。首先是储蓄式基金筹集模式提高其参保率并实现基金安全管理;其次是采取工伤、生育与医疗等3种保险相结合的小综合医疗保险模式,重点解决大病保险,允许储蓄基金异地购买国家基本药品目录内药品;打破地域限制,实行输入地集中区域内统筹,并在适当条件下实行输入地与输出地异地定点医疗。

To solve the society medical insurance problem of large number peasant workers has the extremely important influence to current society medical insurance system construction of China. The peasant workers have the obvious regional distribution characteristic, and their social medical insurance should take the centralized city as the breakthrough point, unify their employment and flowing char- acteristic, and adopt the suitable society medical insurance pattern. Firstly, deposit type fund collection pattern should be adopted to en- hance the guarantee rate and to realize the fund safety control; Secondly, the small synthesis medical insurance pattern, which embraces the insurance of injury on job, the birth insurance, and the medicine, should be adopted to solve the big sickness insurance with empha- sis and to permit purchase the drugs in the national basic drugs table contents. And the region limit should be broken to implement unified management in the immigrant region, and the immigrant and the emigrant contrary fixed point medical service under the suitable condition.
