公共卫生经费转移支付制度研究述评

Comment on the Transfer Payment System of Public Health Grant

公共卫生经费转移支付是改善我国公共卫生服务的重要举措,卫生财政经费的转移支付不仅要符合基层公共卫生服务的筹资要求;而且转移支付又受制于现行的财政管理体制。文章综述了卫生与财政两大领域从不同的视角对公共卫生经费转移支付的研究状况,从跨学科的视角提出新的研究思路。

Public health grant transfer payment is an important policy to improve public health in China. The public health grant should not only accord with the demand of raising fund requirement of grass-root public health service; but also be restricted to the public finance system. The research situation of public health transfer payment is summarized in health and fields from different point views. New study ideas are proposed from interdisciplinary point views.
