上海率先建立的"两级政府、三级管理"的体制,凸显出街道办事处身份不清、定位模糊、工作任务繁重,工作方式行政化倾向严重、难以树立社区服务观念,资源获取渠道有限、管理经费不足等一系列问题。城市社区管理体制的创新,要继续调整社区管理的工作模式,充分利用社区现有的建设资源,加快培育社区社会资本的存量。

The ＂Two-level government,three-level management＂ system established by Shanghai firstly has been showing a range of issues including residential district committee with unclear status,fuzzy position,heavy workloads,administrative work patterns,difficulty in establishing a notion of community service,limited access to resources and the lack of management expenses.Innovating community management system should continue to adjust the work pattern of community management,make the best of community resources and cultivate social capital in urban communities rapidly.
