北洋政府时期的外债在中国近代金融史上具有强权性、超经济性的明显特征。北洋政府外债为现代外债留下了深刻的教训:举借外债要以维护主权利益为最高标准,以平等互惠为前提,以振兴实业为目的。

Foreign loans under the northern warlord government serve as a link between the past and future in the history of Modern China finance.This paper takes a close look on the causes of the foreign loans of this period,sorting out the foreign loans by taking ＂Xiyuan Loan＂ as a model.Foreign loans of this period have the nature of mighty power and super-economy,which gives enlightenment to present foreign loans,i.e.,borrowing foreign loans should take safeguarding state sovereignty as the highest standard,equality and mutual benefits as the precondition,re-energize industry as the purpose and scientific outlook on development as the guidance.
