2009年,网络社会热点有越演越烈之势,使其逐渐形成一场新的公民运动——网络公民运动。由于网络公民运动的新兴性、复杂性,对它进行内涵、特征、影响分析以及提出有效地引导措施,有助于更好地发挥其"缓冲层"、"安全阀"的作用。

The hot - spots of network society network have been discussed widely in 2009 and developed a new citizen movement ： the network citizen movement.
