科学发展观是中国共产党在新世纪在推进马克思主义中国化的历史进程中对马克思主义理论的又一伟大创新。科学发展观的理论创新价值体现在:科学发展观的重要目标——"全面发展",将中国共产党关于社会主义建设的总体布局拓展为"四位一体"的崭新格局,创新了对社会主义建设规律的认识;科学发展观提出的"第一要义是发展"、核心是"以人为本"的科学论断,进一步夯实了中国共产党执政的物质基础,准确定位了党执政的价值取向,创新了对共产党执政规律的认识;科学发展观科学内涵的四个层面,集中体现了马克思主义关于发展的世界观与方法论,对人类社会发展规律的认识。
