制定宁夏回族自治区自治条例的法理分析

Analysis of legal principle for establishing autonomous regulations and harmonious development of Ningxia

宁夏地处我国西北内陆,是全国唯一的自治区级回族自治地方。宁夏社会发展不平衡,地区之间的差距也十分显著,如果没有完善的制度作保障,受市场经济规律以及当地群众自身发展等因素的影响,经济以及社会的不协调发展问题就在所难免。因此,宁夏回族自治区应结合本地方、本民族的实际,以制定自治条例为核心,构建本地方和谐发展和社会全面进步的法律机制,才能保证从根本上解决其社会发展中存在的不协调问题。

Lying in the hinterland of northwest China,Ningxia is a unique autonomous region of Hui nationality of China.The social development is unbalanced here and the gap between different areas is very big.Without guarantee of perfect system and influenced by rules of market economy and factors of local masses＇ development,it is inevitable that the economy and society will develop disharmoniously.So Ningxia Hui Autonomous Region should focus on stipulating autonomous regulations and building legal mechanism for harmonious development and overall social progress,thereby fundamentally solving the disharmonious problems existed in the social development.
