摘要
公共产品概念包含经济、政治、社会三方面的属性,仅从某一方面属性来定义公共产品,难免引起争议。通过对公共产品三个方面属性综合分析,结合公共产品历史发展过程,对公共品概念重新进行界定,得出其定义必须以公共问题为向导,以满足公共需求为目标,以集体选择和共同消费为两个基本特征,并在此基础上界定公共产品范围。
The concept of public goods includes three properties, such as the economical, the political, and the social. It will inevitably be controversial to define the public goods from merely one aspect of the properties. The paper analyzes comprehensively the attributes of public goods i'n terms of the three. On the basis of the historical development, the concept of public goods is re-defined with the orientation of public issues and the goal of public demand. Furthermore the paper re-scopes the public goods according to the two basic features like collective choice and common consumption
