Participatory Development:A Science or a Myth?

对参与式发展理论和实践两个层面的研究表明:尽管参与式发展模式在理论上突破了传统发展模式的许多弊端,并通过一套规范的话语体系使其具备了科学的属性,但是由于发展干预中的权力、制度和文化等多方面因素的复杂作用,参与式发展干预在现实中很难实现理想的充分参与和赋权状态,使其在现实中成为很难实现的人造"神化"。

This paper focuses on the effectiveness of participatory development.A review of the participatory development theory and practice shows that though participatory development model has in theory broken through the drawbacks in the traditional development model and endowed it with scientific attributes by means of standard terms,still,due to the influencing factors such as power,system and culture in the development interventions,it is hard for the interventions to achieve actual and full participation and empowerment,thus making it a man-made fairy tale in reality.
