Analysis of the Market and Non-market Factors:Based on the Bidding of Rural Land

由集体统一发包,将土地流转给他人是当前农村地区土地流转的重要方式之一。土地流转发包的整个过程是通过公开招标的市场形式进行的,但是,在看似公平竞争的方式下完成的活动往往深藏着地方的运行逻辑,传统的非市场因素和市场因素交叉着影响当前农村地区土地招标过程。土地流转表面是市场行为,但事实上是在一定社会结构背景下的非市场行为。

Transferring land to others based on the collective contract is one of the current important modes of the land transfer in rural areas.An instance from a village in Jiangsu Province ZQ shows that though the whole process of the land transfer is contracted through open bidding,the seemingly fair competition conceals local operation.This article discusses how the traditional village accepts and works around the traditional open bidding,how traditional and market factors affect the bidding of land transfer,with an aim to show that the market behavior of land transfer is in effect an economic approach under certain social structure.
