河南省第三产业的发展经历了缓慢发展、迅速发展和稳步发展三个阶段。从结构上看,传统产业与新兴产业发展结构失衡,第三产业的发展遭遇政策和第二层次发展不足的瓶颈制约。培育与第三产业结构优化升级相适应的产业人才是内部结构调整的关键因素。

Tertiary industry in Henan province has experienced three development stages： slow growth, rapid development and stable development. From a structural point of view, the traditional industries and new industrial development is in state of imbalance. The tertiary industry is faced with the bottleneck caused by policy and lessdevelopment second-level industry.
