欠发达地区农村低保制度建设的现状、问题及对策——以山东省菏泽市为例

Subsistence Allowances System Construction in Underdeveloped Rural Areas:Status,Problems and Solutions——Taking Heze City in Shandong Province as the Example

目前,欠发达地区农村低保制度还存在诸多问题,主要是欠发达地区农村低保对象严重边缘化、低保标准偏低、低保对象确认难、融资困难、管理有待规范、低保工作条件不足、与相关制度不协调等。积极完善欠发达地区农村低保制度,要树立以人为本的指导思想,改变传统观念,高度重视欠发达地区农村低保制度建设;改革完善农村低保资金筹措模式,切实解决欠发达地区农村低保筹资难问题;要结合实际情况,科学确定保障线标准;用收入核实与群众评议相结合的方法确定农村低保对象;认真开展基层农村低保工作规范化建设;加强农村低保工作组织建设。同时,欠发达地区农村最低生活保障要走出救济局限,就必须与新农村建设结合起来,建立一个综合性的社会救助体系。

At present, many problems do exist in Subsistence Allowances System in underdeveloped rural areas. The main ones are the neglect of the assured objects, low living standard, and confirmation of low living objects, difficulties of financing, managing of standardization, inadequate working conditions, and disharmony of related systems. The suggested solutions are the following： taking precedence in the minimum living standard system based on the human-oriented guide; completing fund raising model; setting up the standard line scientifically; determining the objects with income verification combined with mass appraisal method; normalizing the minimum living standard system; strengthening the organization work. At the same time, to establish a comprehensive social relief system unifying with the ＂New Countryside Construction＂ is a good way to going out the limitations of relief.
