产业转移与承接中的环境伦理审视

产业转移,必将不同程度地附有污染物的转移,欠发达地区承接产业转移而获得利益的同时,必将承担着相应的环境风险。这似乎是一个难于消除的悖论。本文从环境伦理的不确定性、区际公平、地区形象等方面分析了先发地区产业转移中的伦理畸变,阐述了欠发达地区承接产业转移的有利因素及面临的环境困境,提出了政府在促进产业转移与承接中应担负的社会职责。

Industrial transferring shall concomitant with contamination in varying degrees. When the underdeveloping areas awarded the benefits from industrial undertaking, they have to bare the environmental risks at the same time. It is seems as a irresoluble dilemma. The paper made an analysis on the ethical aberration of previous development zones during the industrial transferring from the aspects of uncertainty of environmental ethical, regional balance, regional image and so on, and elaborates the beneficial factors and environmental dilemma for the under-developing areas to undertaking industrial shift. As a conclusion, the paper put forward a suggestion that the governments shall take the social responsibility for promotion industrial transferring and undertaking.
