Risk and Institutionalization:Representation of Symptom and Governance

伴随着互联网的全球化,人类正行走于一个高风险的社会。现代性展开的激烈变化正深刻地影响着我们的生活,特别是2009年,"网络群体性事件"由先前间隙性"上演"转呈集体性"井喷"的网络态势,不仅使得网络言论力量继续成为业界、学界关注的焦点,而且当下由网络群体性事件引起的网络舆情已然介入了现实并对现实,尤其是对政治领域运作形成了从未有过的压力。本文正是立足风险社会的视角,通过对近期频繁出现的网络群体性事件生成背景的考察,以及原因分析,在此基础上深化对由此引发的网络舆情的认识和理解,并提出规范与引导举措。同时指出能否将网络群体事件的治理纳入制度化框架,这既是发挥网络舆论与现实社会良性互动关系的关键,也是对治理者治理智慧的极大考验。

With the globalization of internet,human beings are staying in a high-risk society.The changes of modernity profoundly affect our life,especially in 2009.The change of group incidents in Network from a＂performance＂ to collective ＂blowout＂ not only makes the network power continue to be a speech academe focus,but also turn the network public opinion into reality,especially a pressure to political field.This article was based on the perspective of risk society through an investigation of recent frequent group incidents in Network,with their causes analysed.On this basis,awareness and understanding of public opinion in the network are deepened.And specifications and guidance are proposed.It is pointed out that whether to make the group events in institutionalized framework is not only the key to building relationships between social reality and the network public opinion,but also a test of great wisdom of controller governance.
