高校创新基地发展中的经验、问题及建议

The Experiences, Difficulties and Suggestions on the Development of Innovation Bases of Universities

高校是我国创新体系中的重要主体之一。对高校创新基地的调研表明,以国家重点实验室、国家工程技术中心为代表的高校创新基地发挥了科研项目、学科建设和人才培养相结合的优势,成为高校创新活动的主要载体。高校创新基地已经形成了独具特色的建设和运行模式,初步具备承担国家重大科研任务、服务区域经济发展的能力。政府部门应进一步优化创新基地布局,完善人才发展环境,建立稳定的财政支持渠道,不断推进科研条件建设,更有效地发挥高校在国家创新体系中的作用。

Universities play important roles in the national innovation system. An investigation on the universities innovation bases shows that the innovation bases such as national labs and engineering technology research centers have been the important support for the innovations by their advantages on the combination of research projects, disciplinary development and personnel training. The innovation bases of the universities have formed some special developing modes, which can implement certain important scientific research projects and serve for the development of ~egional economy. This paper suggests that government should optimize the structure of innovation bases, improve the environment of human resources and set up stable channels of financial support.
