贵州民族地区生态文明建设的理论与实践探索

A Theoretical and Practical Probe into the Construction of Ecological Civilization in the Minority Areas in Guizhou

贵州是一个"欠发达、欠开发"的省份,也是一个多民族省份,贵州民族地区在生态文明建设中以科学发展观为统领,注重经济发展与生态保护的协调,取得了积极成效;同时也面临着许多矛盾与不足,文章在分析民族地区在生态文明建设存在问题及原因基础上,提出民族地区生态文明建设对策建议:制定规划加大投入、构建特色经济产业支撑体系、大力发展循环经济、加快城镇化建设、构建保障体系、加强宣传教育等,确保生态文明目标的实现。

Guizhou is a less-developed and multi-ethnic province.Led by the concept of scientific development,positive results have been produced in the construction of ecological civilization in the ethnic minority areas of Guizhou,with great importance attached to the balance of economic development and ecological conservation.At the same time,contradictions and weaknesses have come out.The present paper,based on an analysis of the existing problems and causative factors in the process of the construction of ecological civilization in the ethnic minority regions,puts forward some proposals on how to construct ecological civilization in those areas： to work out project and increase investment,to construct supporting system for special economy,to develop circulating economy to a great extent,to speed up the construction of towns,to establish social security system,to enhance propaganda work and education,so as to ensure that targets for ecological civilization can be realized.
