基层政府作为新农村建设的主导者,其执行力不足的问题已经成为制约我国新农村建设各项政策目标有效实现的巨大障碍。由于形成基层政府执行力问题的原因是多方面的,本文试图从执行主体层面进行分析。通过研究新农村建设中基层政府执行力问题的具体表现并从执行主体层面剖析问题产生的原因,进而提出了提升我国基层政府执行力的对策。

As the real operator in carry out the every policy of new countryside construction,the Basic-Level Government＇s Executive Ability is not enough has been became the biggest obstacle to implement the target of every policy.There are so many reasons to form the problem,this paper will analysis of the problem from the view of executive subject.By studying the specific performance and the causes of the problem,then presenting the solutions of improving the basic-level government＇s executive ability.
