Research on Low-barrier Clusters Innovation Model under Government Leading

本文通过系统动力学的理论模型分析了政府在低壁垒产业集群创新中所应该扮演的引导者角色以及其在引导集群走上创新之路时所应该具有的职能,并以重庆市璧山县鞋业产业集群的发展及创新现状为例,分析并验证了本文提出的由政府引导的低壁垒集群创新发展模式,为该类集群的创新升级提供参考。

This paper uses a theoretical model of dynamics to analyze government＇s leading role in low-barrier clusters＇ innovation,and then proposes what should government do to lead such kinds of clusters to innovate successfully.Afterwards,it takes the development and innovation situation of shoes industry clusters of Bishan,as an example to analyze and validate the government-led innovation and development model proposed in this article,so as to provide references for the innovation and upgrade of such kinds of clusters.
