摘要 我国学习型社会构建的现实途径是建设学习型社会区域。在省级区域建设开放大学,是适应学习型社会区域化发展的战略选择。重点建设省级区域开放大学,将避免开放大学建设可能出现的边缘化和形式化倾向。我国区域发展不平衡性,决定了开放大学建设必须高度重视区域性布局。开放大学的地方归属,有利于教育资源整合。基于若干省级区域建设开放大学的条件已趋于成熟,依托省级电大整合社会教育资源来组建开放大学,应当是我国开放大学建设思路的现实选择。 The realistic approach to the learning-based society in China depends on the construction of learning-based regions. The establishment of regional open universities at the provincial level results from strategic choice of conforming to adapt the development of learning-based regions. The priority should be placed on the construction of regional open universities at the provincial level for the sake of avoiding the possible marginalization and the tendency to formalization that are likely to turn up in the course of constructing open universities. The unbalanced development among regions in China leads to that much importance should be attached to the regional layout in the course of constructing open universities. The integration of educational resources benefits from the relegation of open universities to provincial regions. Starting from the fact that the conditions to establish regional open universities at the provincial level are consummating, the establishment of open universities should be the realistic choice for the construction thought of open universities in China with the aid of provincial radio and TV universities integrating social educational resources.
