潮汕地区人口超生问题严重,人们普遍具有追求"养儿防老"、"传宗接代"、"多子多福"的生育渴望,以至于形成了难以克服的痼疾。是复杂的社会经济文化等原因的综合作用,共同酿就了潮汕地区的超生现象。政府解决人口超生问题的策略应是:思想观念上重视落实计划生育国策的意义,行政干预不可放松;行政执行上必须依法行政,对超生行为实行法律约束;制度安排上提倡创新思路,完善生育利益导向机制和老有所养的保障机制;文化建设上加强计划生育宣传,实现人口生育观念从传统向现代的转变。

The problem of unplanned births in Chaozhou-Shantou is severe because people there generally pursue the fertility aims ＂bringing up their ehildren for old age＂, ＂carrying on the family line＂ and ＂morechildren, more happiness＂ so that a pertinacious problem has formed. It is the comprehensive role of complex socio-economic and cultural reasons that leads to the unplanned birth phenomenon in Chaozhou-Shantou. Thestrategy Used by the government to solve the population problem should be： ideologically attaching importance to the significance of implementing family planning policy, not relaxing administrative intervention; executivelycarrying on the administrative right by law, conducting lawfully the unplanned births; institutionally promoting innovative ideas, improving benefit-oriented mechanism and old-age pension system; culturally strengtheningfamily planning advertising, changing the traditional concept to the modem one.
