新型农村合作医疗可持续发展的政府责任研究

新型农村合作医疗制度作为国家基本医疗保障制度的重要组成部分,它的不断完善和可持续发展,对有效减轻农村居民的就医费用负担,切实缓解"看病难、看病贵"问题,显得尤为重要.然而,当前新型农村合作医疗存在合作医疗基金筹集机制不够合理、农民接受程度低、试点方案不够科学、农村医疗服务不规范、管理能力薄弱等问题,这些问题的解决离不开政府的介入,本研究基于对这些问题的思考与探索,提出新型农村合作医疗可持续发展的政府责任.

The new rural cooperative medical care system as an important part of national basic medical security system,its continuous improvement and sustainable development,to effectively reduce the burden of medical cost for rural residents,and effectively alleviate the ＂difficult to see a doctor,expensive medical treatment＂ and to achieve the medical reform goal,is particularly important.However,at present the mechanism of cooperative medical care financing is not reasonable;farmers＇ acceptance is in a low level;pilot program is not enough scientific;rural medical services is non-standard;management capacity is weak,and so on.The resolution of these issues can not be separated from government intervention.This study is based on considering and exploring these issues,to put forward proposal of improvement of system.
