分析环评市场现状--利益扭曲、鱼龙混杂、机制不健全,借证环评、转包环评等现象时有发生,并论述其对环评质量所造成的危害,提出成立环评招投标机构,开展环评招投标,促进环评市场的健康发展,为环评质量的提高提供有力保证。
The current situation and existing problems of environmental impact assessment market are analyzed,such as profits pursued,good and bad EIA units mixed up,imperfect mechanism,certificate-borrowed EIA and subcontract EIA,and these harms on environmental impact assessment quality are discussed.It proposes that organizations of EIA tender and bidding should be established,EIA tender and bidding should be developed to promote the sound development of EIA market.
