“基于效果”的空间——对美“战术卫星”计划的思考

"Effects-based" Space—Consideration on the Plan of the US "TacSat"

针对美军提出的“战术卫星”计划,以“基于效果”的空间角度,从作战局限性、适用性以及运行成本等方面,分析了“战术卫星”与其所要提供的战术任务之间的矛盾,量化分析了“战术卫星”的时间覆盖、信号强度以及分辨率等指标,最后探讨了“战术卫星”计划对我国发展相关空间计划的启示。

In view of the US ＂TacSat＂ plan,and based on the concept of ＂effects-based＂ space,the paper analyzes the contradiction between TacSat and the operation mission which are provided by the TacSat,from operation limitations,usability and cost limit.Then it analyzes the indexes of TacSat,which are time coverage,signal intensity and resolution.In the end,some enlightenment about our country in the development of space plan is put forward.
