毕节试验区生态现代化实现途径探讨

摘要 要实现毕节试验区生态现代化的长远目标和近期目标,应避免以往有关生态建设工作存在的种种弊端,必需全社会共同参与,综合治理,这是实现毕节试验区生态现代化的必由之路,它包括三个层次:第一层次,领导人要以系统思想和理论为指导,统揽全局,始终不渝地寻求经济增长与环境退化脱钩之路;第二层次,政府各部门协调配合,从各自的角度都能为生态现代化做出重要贡献;第三层次,生物技术和工程技术相结合的现代综合治理技术,主要涉及参与式土地利用规划技术,流域综合治理技术和生态建设项目管理技术等。 On the basis of introducing the concept of ecological modernization,this paper proposes the long-term goals and short-term goals of ecological modernization in Bijie experimental area.Through the analysis of the drawbacks on the existence of ecological construction,this paper points out that the whole society to participate in the integrated management is the only way to realize ecological modernization in Bijie experimental area.It consists of three levels.The first level,the leaders should take systems thinking and theories as a guide,unswervingly pursuing the decoupling road of economic growth and environmental degradation in the overall situation.The second level,the various government departments should coordinate and make an important contribution to ecological modernization from their respective point;such as the ed-ucation,culture,industry and commerce,agriculture,forestry,water conservancy,environmental protection and other industry sectors.The third level,modern comprehensive control technology that is combines bio-logical technology with engineering technology mainly involves participatory land use planning techniques,integrated watershed management techniques,and ecological construction project management technology,ect.
