摘要
图书馆作用发挥的程度既取决于外部环境,更取决于其内在人力资本的拥有与配置。人才流失和短缺已成为制约各类图书馆功效发挥的重要因素。从专用性人力资本视角出发,在描述图书馆专用性人才特质、功效的同时,梳理人才流失和短缺的成因,目的在于提出多元的人才稳定策略。
The degree in which we function the library not only depends on the eternal environment but also on the ownership and the disposal of the human capital.Different kinds of libraries have been so bound hand and foot by the drain brain and the shortage of talent.The two problems have been become the main causes of preventing the libraries from fulfilling their functions.From the perspective of the personal human capital,the thesis describes the quality and functions of the specific human capital.It also clarifies the causes of the brain drain and the shortage of the talent.Based on the analysis,it concludes the corresponding solutions how to provide diversified and sustainable talent strategies.
