残疾人士公共参与状况调查报告——基于广州市海珠区的研究

The Handicapped Involvement in Public Affairs:Investigation in Haizhu District,Guangzhou

公共参与是公民参与政治生活、影响政府决策的重要过程,是衡量社会民主发展的重要标志,残疾人士的公共参与尤其能体现一个社会的进步。本文通过对广州海珠区残疾人士的调查,发现肢残人士公共参与态度积极,但公共参与的认知和参与行为有待加强,调查了解到影响其公共参与的主要因素,并提出了要提高肢残人士公共参与能力,保障他们的就业,解决户口二元制问题,增加参与渠道和加强宣传等建议。

Public participation in political life is not only a significant process which citizens are involved in and influence the government's decision-making,but also an important indicator of democracy development. And the handicapped people's partaking especially manifests society progress. An investigation was conducted on the subject of handicapped citizens in Haizhu District,Guangzhou,and findings reveal that though they hold a positive attitude towards public politics,their understanding and activity are still in need of reinforcement. In addition,data display main factors determining their public involvement. It is suggested that the government should improve their ability to take part in the political life,ensure their employment,reform the registered residence system which prevents people from flowing between the city and countryside,enlarge channels of participation,and enhance publicity.
