A systematic policy orientated process paradigm is revealed in this study based on the case of Hangzhou Bay Cross-sea Bridge policy process analysis. This kind of policy process analysis paradigm provides a satisfactory explanation to the problems that the mainstream policy would encounter in process analyzing,such as how to identify the difficulty,how to deal with the monopole and conservatism in policy development.The new policy process analysis paradigm is undoubtedly one of the policy process theories in terms of policy process research, as well as practical operating.
