越南对外经济体制改革的成就与挑战

The Achievements and Challenges of Vietnam's Reform in Foreign Economic System

革新开放以来,越南实行对外经济体制改革,在降低关税、废除配额限制、逐步放弃外贸垄断等方面取得了很大成就,但仍有诸多问题亟待解决。要想使对外贸易继续成为经济发展的动力,越南必须为贸易扩展制定多方位的战略,完善相关的法律法规,改善基础设施,使之适应宏观经济发展的需要。越南与相关国家签订的三个主要的双边和多边贸易协定对越南融入世界经济起到了强有力的推动作用,但是也对越南的经济管理能力提出了严峻的挑战。

Since reform and opening, Vietnam has carried out reform in foreign economic system, such as lowering tariffs, abolishing quota restrictions, and gradually giving up the monopoly of foreign trade. Although its reform has made great achievements, there are still many problems must be resolved. In order to enable foreign trade to be the driving force of economic development, Vietnam needs to make multi-faceted strategy ,perfect relevant laws and regulations, and improve infrastructure, so that meet demand of macroeconomic development. Vietnam signed some trade agreements with countries concerned. It plays powerful role in promoting Vietnam's integration into the world economy, but also put a rigorous challenge on Vietnam's economic management capacity.
