采用文献资料、专家访谈、逻辑分析等方法,对体育产业发展进程中政府介入的必要性进行系统分析,探讨了地方"全能政府"向"有限政府"转变的必要性,提出了体育产业发展进程中加强地方政府持续性介入、公开化管理、多元化调控的政策性建议。

By means of document data, expert interview and logic analysis, the necessity for the government to get involved in the development course of sports industry is systematically discussed. And the necessity for the local ＂all-round government＂ to be changed into ＂government limited＂ is also studied. What＇s more, such suggestions as constant intervention of the local government in the course of sports development, openness in management and diversified regulation are put forward.
