标段划分是高速公路招标实施过程中的一项重要决策,对建设项目成功实施具有重要意义。该文从业主角度出发,结合中国现行公路工程计价方法,选取标段划分对工程造价形成影响的造价组成单元,进行案例分析。结果表明:标段划分方案形成不同标段数量直接影响高速公路工程造价,且不同方案引起的造价差值占工程总造价比例较为显著。因此,业主在划分标段确定标段数量时应充分考虑标段划分对总的工程造价的影响,以获得合理的造价和工期。

Packaging is an important decision-making tool in highway-project management.This paper uses the cost components as the analysis unit to investigate the impact of packaging on the cost of the pricing units from the owner＇s point of view,as well as the whole project.The investigation indicates that the number of bid-lots generated from different packaging methods directly affects the highway-project construction-cost and the cost differences are significant.Thus,the owner should fully account for the effect of such cost when formulating an optimum packaging structure to reduce costs as well as project construction times.
