关中—天水经济区生态环境建设新理念

New Concepts of Eco-environment Construction in Guan zhong-Tian shui Economic Zone

关中—天水经济区是我国新确立的重要的区域经济发展区,其生态环境的保护与修复对经济区的发展乃至整个中国生态环境保护与建设都具有重要的影响。本文从生态文化环境保护入手,探讨在区域经济发展过程中生态环境保护与建设的必然性和重要性。生态环境保护和区域经济增长是区域经济发展的两大核心内容,但是,在经济发展的过程中往往伴随着生态环境的破坏,因此在关中—天水区域经济发展的过程中,必须做到生态保护和经济的同步发展,通过完善生态立法、调整产业结构、完善区域生态空间结构与发展格局,走一条全面协调可持续发展的低碳经济之路。

＂Guan zhong-Tianshui＂economic zone is an important regional economic development zones established recently in China,the protection and restoration of its ecology and environment has an important impact not only in its regional development but also in the whole protection and construction of China ecology.This paper starts from the protection of the ecological and cultural environment,and then explores the importance and necessity in the process of protecting and constructing of its regional economic development.Eco-environment protection and regional economic growth are two core elements in the regional economic development,but the process of economic development always brings with the destruction of the ecological environment,so during the Guanzhong-Tianshui regional economic development process,ecological protection and economic development must be simultaneous.By the improvement of the Eco-environment legislation,the adjustment of the industrial structure and improvement of the regional ecological spatial structure and development,we can make a coordinated and sustainable low-carbon economy way of development.
