Value Orientation and Realistic Path of Our Country's Administrative Procedure Law

完善我国行政程序立法,需要首先明确我国行政程序法在行政、实体、程序、国际、法律等五个方面的价值取向。在此基础上树立现代立法观念,遵循立法决策程序,充分借鉴地方上行政程序立法的成功经验,制订一部统一的行政程序法典。

It first needs to clear the value orientation of our country＇s Administrative Procedure Law in such five aspects as administration, solid, procedure, the world and law to perfect the legislation of our country＇s administrative procedure. A unified administrative procedure code can be made by setting up modern legislative concept, following legislative decision- making procedure and taking the successful experiences of local administrative procedure legislation for full reference on the basis mentioned above.
