摘要
按照经典的经济学分类标准,不但无法推演出"义务教育是公共物品"的结论,而且错构了义务教育与公共教育的关系,动摇了人们对教育的公共性立场。对教育公共性特征的阐释,只能依据其教育学属性。作为传播公共精神、服务公共利益的公共教育,内在地具有公共性特征。公共性是教育的不变属性,实施义务教育的时限具有历史选择性。
According to classical economics classification, we can neither extrapolate the conclusion that "compulsory education is public goods", nor construct the correct relationship between compulsory education and public education, thus shaking people's position on the public character of education. The interpretation of the public character of education can only be based on its pedagogic property. As a medium of disseminating the public spirit, serving the public interest, public education has inherent public character which is the steady property of education. The implementation period of compulsory education is different from time to time.
