金融危机背景下河北省借用政府外债问题研究

政府外债是我国利用外资的一种重要形式,在缓解财政资金短缺、推动产业结构调整、加快基础设施建设、加大政府宏观调控力度等方面起到了积极的作用。目前河北省的政府外债管理正在日益走向成熟和完善,但仍存在一些不容忽视的问题,急需加以改进。文章分析了河北省借用政府外债存在的主要问题及其制约因素,并在此基础上提出了对策建议。

Government foreign debt is an important fo rm of utilizing foreign investment in our country,it has played a positive role in alleviating the shortage of financial funds,promoting the adjustment of industrial structure,accelerating infrastructure construction and increasing the government＇s regulation and control of macroeconomic.At present the government foreign debt management in Hebei Province is advancing towards maturity and perfection,but there are still some problems that can not be ignored,and they urgently need to be improved.This article analyzes the use of government foreign debt exists the main problems and restrictive factors in Hebei province,and puts forward countermeasures and suggestions.
