Optimizing Our College Students Appeals System

我国自2005年起初步建立了大学生申诉制度。不过,现行大学生申诉制度还存在诸多亟待完善之处。为了促进大学治理的法治化、程序化和制度化,应该以各大学"申诉校规"为建设和实施的重点,确立一级申诉制;拓展申述受案范围;通过组织结构的调整,建立中立的"学申委";肯定申诉决定效力的校内终局性;实现申诉程序的司法化。

In our country, ahhough college appeals system is preliminarily established and a new climax was appeared in 2005 with the announcement of educational department＇s administrative regulations. However, there is no denying that our college students＇ appeals system in mainland has a crying need of improvement. For promoting rule of law, procedures and institutionalized of college goveruaee, we should make every college ＂appeal school regulations＂ as constrution and implementation priority, and achieve optimization and perfect of the complaints system in a timely manner. Specific measures are ： To establish one level complaint system ; To expand the appeal scope of cases ;To establish a neutral＂College Students Appeals Committee＂ through organizational restructuring; To affirme the finality of appeal decision in college ; To realize judicialization of appeal procedure.
