保护水资源坚持以人为本,实现好、维护好、发展好最广大人民生命财产安全,从提高人民生活水平和质量的实际要求出发,着力解决好与人民切身利益密切相关的水资源问题,遵守自然规律和经济社会发展规律,充分考虑水资源和水环境承载力。妥善处理开发和保护的关系,防止人类活动对水的侵害。

Protecting the water source, people should start from the reality that insisting the people-centered, accomplishing, safeguarding and developing the fundamental safety of the lives and property of the people, lightening the people＇s life level and quality. Focus on solving water source which closely relates to the very interests of the peopIe, people ＂should compliance with the laws of nature and the laws of development of economic society, and give full consideration to water resources and water environmental carrying capacity. Also, people should properly handle the relationship between development and protection to prevent violations of human activities on water.
